%X	We are pleased to share this report developed by the Midwestern Higher Education Compact (MHEC), as part of the National Consortium for OER (NCOER), and by a workgroup of institutional, state, and national leaders to offer common principles and frameworks to improve consistency and reliability for measuring cost savings and the return on investment (ROI) of OER. OER are teaching, learning, or research resources offered freely to users in at least one form, which either reside in the public domain or have been released under an open copyright license that allows for its free use, reuse, modification, and sharing with attribution.1

This paper and the recommended practices in it were developed for those who engage in OER efforts at the campus and university system levels. It is our hope that the principles and practices herein will enable such OER stakeholders and practitioners to calculate and communicate with more clarity and consistency the ROI of OER implementation
