OER are teaching, learning, or research resources offered freely to users in at least one form, which either reside in the public domain or have been released under an open copyright license that allows for its free use, reuse, modification, and sharing with attribution.1 This paper and the recommended practices in it were developed for those who engage in OER efforts at the campus and university system levels.
