Open archives and institutional repositories for Open Educational Resources: Challenges ahead for Turkish universities

ABSTRACT
The “Open” movement is radically changing the the ways by which universities do science, educate students, serve the public and conduct business within the last decade. It started with the use of open source software to develop content and applications, and continued with open access to scientific literature and educational resources. It is no coincidence that universities are developing policies to encourage researchers to facilitate public access to the output of their publicly funded scholarly research projects as well as making their course materials publicly available through the Web. These policies should be complemented with initiatives to set up open archives and institutional repositories on top of a sound infrastructure to enable researchers to populate such archives with scholarly and educational materials as well as to facilitate resource discovery and resource sharing. We will address issues and challenges that face Turkish universities in setting up and running interoperable open archives and institutional repositories to provide open access to scholarly and educational resources.
